Contract Duration:
For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).


Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.


Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.


A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.



Organisational Context
The General Services Section (GSS) organizationally belongs to the Division of Management Services in the Registry. The GSS consists of four units: the Facilities Management Unit (FMU), that is responsible for operation and management of the owner occupied Headquarter Premises at The Hague and assessment and adaptation of rental premises at the Court’s field locations; the Procurement Unit (PU) which provides value for money goods and services required by all Organs of the Court; the Transport and Logistics Unit (TLU), providing distribution, supply chain services, fleet management and shipping at HQ and field locations. The Travel Unit (TU) is responsible to provide all official travel of the ICC. The Chief GSS reports to the Director of Management Services.

The ICC Headquarter Premises are purpose-built facilities with an overall useful space of 56,000 m2. The building has an office part for up to 1,200 staff members, 3 courtrooms equipped with interpretation facilities and audio-visual technology according to international standards, detention areas, a media centre, a conference centre, staff and visitors’ restaurant, library, a visitors’ centre and exhibition area, parking space and extensive landscape. Furthermore, the ICC operates offices in several of the countries in which investigations are being conducted.


Duties and Responsibilities
Under the direct supervision of the Hard Services Coordinator, the incumbent performs the following tasks:

  • Provide first line, immediate, response during emergency or calamity at the Court premises.
  • Represent the Court as a technical expert and work closely with the building maintenance contractor to plan and implement the corrective- and preventative-maintenance, major repairs and capital replacements to the building’s electrical infrastructure at its premises at Waalsdorperweg 10, The Hague.
  • Independent of the contractor, identify adjustments to be made to the electrical infrastructure to meet the changing needs of clients at the Court; install or oversee the installation of new electrical networks and systems.
  • Oversee the maintenance of records of as built drawings of new installations , inventories, work-orders and general correspondence concerning electrical management.
  • Calculate and control electrical loads and consumption when required for new requirements/installations.
  • Estimate and report on future consumption for budgeting purposes and provide assessment of the performance of the contractor and/or their staff.
  • Day to day management and inspection of the major electrical installation of the building including the main power supply like the generator, the low voltage supply, the uninterrupted power supply and the Main Equipment Rooms etc.
  • Carry out planned & preventive maintenance and record keeping of the standby Generators, the UPS units, cooling/heating units, air handling units etc.
  • Provide assessments on electrical infrastructure for field office locations, establish appropriate standards for electrical infrastructure, assess actions required to meet those standards, advise on choice of generators and appropriate maintenance.
  • Be available on a rotational basis for 24/7 call-out. Ensure continuity of the regular and core business of the Court by responding to out of hours calls. Response may be either remotely or directly by travelling to the Court outside working hours.
  • Custodian of the low voltage installation operable key switches which could only be operated with his/her consent.
  • Provide a hands on support during the staff relocation to ensure the integrity of electrical installations.
  • Review reports on electrical infrastructure provided by the contractor.
  • Prepare specifications for electrical equipment, electrical fittings, fixtures, cables, switch gear, panels, electrical technicians' tools and electrical spares for the purpose of raising requisitions for purchasing;
  • Efficiently manage electrical stores, spare part stocks, electrical inventories, maintain log books relevant to maintenance and upkeep of electrical equipment;
  • Prepare Request for Proposal (RFP) or Request for Quotations (RFQ) of any electrical services of the ICC main building or the external offices;
  • Identify adjustments that best meet the needs of the Court and provide cost-benefit and risk analyses on the same.
  • Control the work done to make sure it meets the requirements set.
  • Oversee the corresponding update of CAD records.
  • Carry out repairs to electrical systems when required.
  • Take monthly electricity meter readings and verify the invoices against consumption.
  • Actively monitor installations, particularly when access is restricted, (Court in session), to minimise the risk of calamity.
  • Analyse and advise supervisors on consumption fluctuations.
  • Maintain electrical consumption records for all the premises locations, and assist during the preparation of FMU budgets with inputs for electrical requirements and consumption forecasts.
  • Support in the role of the Hard Services Coordinator in their absence.

Any other duties as assigned.


Essential Qualifications
Education:
Secondary Education Diploma is required.
National qualification in electrical installations (e.g. City and Guilds, NEN, etc.) is required.


Experience:
A minimum of 6 years hands-on professional experience in facility electrical installations is required. An advanced or a first-level university degree may be considered as a substitute for two years working experience only to determine eligibility.

  • Demonstrated experience as regards utilisation, maintenance and upkeep of a wide range of electrical equipment and systems.
  • Experience in electric safety norms and application (EU/Dutch standards), is required.
  • Knowledge of MS Office applications is required.
  • Knowledge of buildings information systems is desirable.
  • Proven experience in dealing with contractors and sub-contractors, is required.

  • Ability to maintain accurate and specific records and inventories.
  • Effective organizational skills and ability to independently plan and manage work in an efficient and timely manner with minimum supervision.
  • Ability to produce quality output under pressure and meet tight deadlines.
  • Good oral and written skills, including ability to prepare and present concise oral and written documentation, correspondence, updates, including other documentation within the immediate work environment.
  • Familiarity with and ability to use advanced electrical tools in a safe and efficient manner; ability to correctly interpret and assess diagnostic test results, faults or deficiencies and to provide the necessary remedial actions in an efficient and timely manner.
  • Demonstrates initiative and willingness to learn new skills to keep abreast of the rapid advances in technology.
  • Demonstrates an understanding of other buildings systems.

Knowledge of Languages:
An acceptable level of reading, writing and spoken English is essential for this role. A working knowledge of French is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information

  • Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
