Key Responsibilities
The Government Relations team covers a wide range of responsibilities: government affairs, policy and issue area expertise; crisis management and mitigation; outreach and partnerships as well as community relations. The mission of the team is to execute a public policy and partnership strategy that enables ASM’s Growth through Innovation.
The role reports to the Global Head of Government Relations. It is a full-time position. Location is either Belgium (Leuven/Brussels) / Netherlands (Almere).
Public Affairs & Stakeholder Engagement
- Develop and implement strategies to build and further advance strong engagement and relationships with governments, NGOs, academia, think tanks and other key stakeholders/or partners in jurisdictions which matter most to advancing ASM business interests.
- Represent ASM in meetings with European government officials, ministries, agencies, and other industry strategic partners.
- Facilitate, coordinate and prepare for high-level meetings as well as other relevant engagements between ASM executives and key stakeholders to promote the company’s policy positions.
Policy Monitoring & Advocacy
- Monitor and assess public policy and legislative developments in the EU that impact ASM’s business and the semiconductor ecosystem, identifying risks and opportunities and providing strategic recommendations.
- Collaborate with cross-functional teams to assess the operational impact of policy changes and ensure alignment between policy goals and business objectives.
- Drive development of policy materials for internal and external use with stakeholders - including position statements, reports, updates, briefing packages and talking points in line with company and industry interests.
- Develop expertise on a wide variety of legislative, regulatory and policy issues impacting ASM’s business and defining and developing ASM position to advocate for favorable policies.
Public Private Partnerships
- Engage with relevant agencies to support efforts for major public-private collaborations, national funding programs (e.g., IPCEI, WBSO, Innovation Box), and EU-level instruments aligned with ASM’s R&D and growth strategies.
- Position ASM to proactively access and influence strategic funding opportunities, pilot projects relevant to business and other non-financial benefits.
Qualifications
- Self-starter with proven track in Government Affairs and in the development of public policy positions in the region.
- 15+ years of experience in both public service and private sector, including experience in a corporate multinational organization, ideally within or adjacent to the semiconductor or advanced technology sectors.
- Analytical mindset with a deep understanding of policy development and regulatory frameworks at EU and member state level with ability to incorporate public policy with business strategy and propose practical business solutions.
- Demonstrated ability to build and maintain relationships with legislators, regulators, agencies and other government leaders, with an ability to confidently interact with senior executives across regions. Preferably with a strong network of contacts within government circles, industry associations, and research institutions in EU.
- Detail-oriented, self-initiating, well-organized and capable of managing multiple projects simultaneously and independently.
- Ability to work independently and adapt to ambiguous and complex business landscapes. A team player with a growth mindset, effective in a multi-stakeholder, multi-cultural international environment.
- Strong written and spoken English; proficiency in Dutch and additional European languages a plus.
