A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).


Organisational Context

Under the direct supervision of the Director of External Operations (the Director), the External Operations Support Section is responsible for:



  • In relation to field operations in the countries where there are no country offices (‘’non-COs countries’’): liaison with other Registry Sections, central coordination and strategic planning of all field operations, and the planning, control and facilitation of all field missions, as well as coordinate the relevant support to country offices;
  • In relation to the external operations of the Court: oversees the strategic field reviews, ensures and leads in the negotiation of operational agreements and memoranda of understanding; conducts fundraising activities in relation to field operations, lead diplomatic efforts for the purpose of field operations support, including sharing of experiences, leads complementarity initiatives and opportunities as part of mainstreaming Registry in regional fora, leads diplomatic efforts in support of field operations support (coordination with COs and for non COs situation countries, MoUs/agreements, etc.);
  • In relation to country and political analysis: provides, both at a strategic and an operational level, political, security and media analysis and advice in support of the above activities as well as the overall activities of the Division, including providing threat and risk assessments and political advice through embedded security staff.

The External Operations Support Section ensures the full integration of its activities, both within the Section and the Division and provides innovative development and leadership to its activities. It supports the Director and the Registrar in their strategic activities in relation to the operations of the Court.


The Strategic Operations Unit coordinates and supports the Registry’s strategic operations activities, oversees the strategic field reviews, ensures and leads in the negotiation of operational agreements and memoranda of understanding, conducts fundraising activities in relation to field operations, leads diplomatic efforts for the purpose of field operations support, including sharing of experiences, leads complementarity initiatives and opportunities as part of mainstreaming Registry in regional fora, leads diplomatic efforts in support of field operations support (coordination with COs and for non COs situation countries, MoUs/agreements, etc.), develops strategic regional approach — continues to develop relations and opportunities with regional organizations and fora (AU, etc.); coordination of regional presences mandate given by ASP22 omnibus resolution, in coordination with IOR.


Duties and Responsibilities

Within this framework, and under the direct supervision of the Head of Strategic Operations Unit, the incumbent will perform the following duties:


  • Researches and provides information and advice on wide variety of strategic and operational activities, including in relation to the development of strategic field reviews, feasibility studies, and regional offices;
  • Researches and assists in the implementation of Registry’s regional strategies, such as Asia-Pacific;
  • Drafts briefing notes, background papers, reports, requests for operational cooperation and assistance to States and IO’s;
  • Implements and monitors the execution of operational requests for assistance emanating from the Registry with States and international organizations and maintains and updates the operational request database;
  • Assists the Head of Unit in developing a strategic framework of operations and provides recommendations ensuring the consistent implementation of the Registry’s strategic operations initiatives, including through coordination with COs and for non COs situation countries;
  • Assists in preparing draft Memoranda of Understanding and other operational agreements in support of the Registry’s field operations;
  • Liaises, builds and fosters working level relations with States and International and/or regional organisations representatives in order to identify opportunities for strategic operational engagements in support of the field operations;
  • Attends meetings and conferences, prepares supporting documentation, drafts minutes and subsequent reports;
  • Assists the fund-raising efforts in relation to field operations, assist diplomatic efforts for the purpose of field operations support, including sharing of field experiences;
  • Assists in identifying complementarity initiatives and opportunities and ensures implementation of the Registry’s complementarity-related engagements as part of mainstreaming Registry’s work in international and regional fora, in coordination, at the working level, with relevant Sections of the Registry and the Office of the Prosecutor;
  • Performs other duties as assigned by the supervisor.

Qualifications

Education

Advanced University degree in international relations, law, political science or other relevant field. A first-level university degree in combination with two additional years of experience is accepted in lieu of the advanced university degree.


Experience
  • A minimum of two years (four years with a first-level university degree) of relevant work experience in the area of international relations, political science, diplomacy, field operations, or any other related field, preferably from regional or international organisations with presences in the field, or NGO perspective having presence in the field, is required;
  • Demonstrated professional experience in international relations, international or civil society organisations, including a proven track record in various fields of operations, or experience gained in multiple field locations or international settings is strongly desired;
  • Experience in drafting operational agreements, memoranda of understanding and requests of assistance;
  • Knowledge of international donor networks, knowledge of network building and reporting is strongly desired.

Knowledge, Skills, and Abilities
  • Excellent knowledge and understanding of an international organisations system, particularly the UN system, AU, EU, etc., in the field;
  • Demonstrated problem-solving skills and judgment to resolve a wide range of complex issues/problems;
  • Excellent ability to balance interests and translate general strategic plans into concrete operational actions;
  • Ability to work effectively under strict deadlines and pressure and with travel obligations;

Knowledge of Languages

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is essential. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset.

General Information

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.
