Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.


A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.


Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.


A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.


The terms and conditions of service for staff members appointed under a short-term appointment are governed by ICC/AI/2016/001.


Organizational Context
Working in strict cooperation with the Budget Section, the goal of the Finance Section is to:

  • Ensure proper application and implementation of the Financial Regulations and Rules (FRR) as promulgated by the Rome Statute, any directives or administrative instructions and financial procedures;
  • Prepare the Court’s and TFV’s Financial Statements in compliance with IPSAS for timely submission to the external auditors and to ensure an unqualified audit opinion is released at the end of a smooth audit procedure;
  • Provide financial management support for the smooth running of the Court’s operations and implementation of its mandate;
  • Lead and implement financial management tools that will drive the Court in achieving its objectives while having absolute compliance with international public sector reporting standards;
  • Provide financial services to all Organs of the Court and to advise, guide and lead finance related projects within the strategic goals and objectives of the Court.


The Finance Section is comprised of Disbursement Unit and Accounts and Treasury Unit. The Finance Assistant will work within the Disbursement Unit.

The responsibilities of the Disbursement Unit are:

  • Processing of various types of financial transactions charged to ICC regular budget, Trust Funds, and the TFV, in accordance with ICC financial regulations and rules and procedures, ensuring accurate recording in the accounts of vouchers related to:
    • down payments and settlement of invoices from suppliers;
    • fees of individual contractors and consultants;
    • fees of members of the Victims and Defence legal teams;
    • travel advances and settlements of Travel Expense Reports (TER);
    • reimbursement of expenses to (Non) Staff incurred on behalf of the Court;
    • advances and settlements under Miscellaneous Obligating Document (MOD);
    • petty cash/imprest entries and replenishments;
    • approval in ERP system of vouchers prepared by HRS for staff salaries;
    • creation and approval in ERP of salary contributions calculated by HRS such as UNJSPF;
    • calculation, creation and approval of vouchers for the medical service incurred by contractors and consultants for ICC and TFV.
  • Provide advice and guidance to staff members in relation to business processes;
  • Lead and/or cooperate with change initiatives for continuous improvement impacting several business processes and a wide range of stakeholders.



Duties and Responsibilities
Within this framework and under the direct supervision of the Head, Disbursement Unit, the incumbent will perform the following duties:

  • Process in the accounts the following vouchers mainly charged to Trust Funds and the Trust Fund for Victims (TFV), on a daily basis, by adhering to ICC financial regulations and rules, SOPs, procedures and guidelines, respecting the payment terms: suppliers’ invoices, including possible down payments and settlements for Trust Funds and TFV; fees of individual contractors and consultants; settlements of travel expense reports (TER); reimbursement of expenses to (Non)Staff; advances and settlements under MODs;
  • Discuss and clarify any discrepancies with Procurement Unit, Human Resources Section, Travel Unit, specific Section and/or other relevant staff members, follow-up to resolve any voucher or settlement issues and hindrances;
  • Participate in testing of ERP changes, modifications of transactions, implementation of new transactions, enhancements, etc. in coordination with SAP Team and/or other Sections as required. Similarly, participate in testing of developing new and/or enhancing existing software/project impacting Disbursement Unit’s work;
  • Provide guidance on applicability of FRR and processes including ERP system to Administrative Assistants, Certifying officers, Procurement, Travel, and all other staff in HQ and country offices.



Essential Qualifications
Education:
Diploma of secondary education. Additional vocational training and/or courses in finance or accounting would be considered an asset.

Experience:

  • A minimum of six (6) years of relevant work experience in disbursements/accounts payable, accounting or finance, is required. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.
  • Experience in working with ERP such as SAP, is required.


Knowledge, Skills and Abilities:

  • Knowledge of Financial Rules and Regulations, as well as finance/accounting policies and practices, is required;
  • Excellent computer skills especially in MS Excel, is required;
  • Knowledge of IPSAS or other international standards (like IAS and IFRS) would be considered an asset;
  • Ability to apply financial rules, regulations and established guidelines and procedures;
  • Ability to demonstrate job knowledge and expertise in respective work area, proposing solutions to challenging issues; identify and resolve data discrepancies and operational problems;
  • Ability to respect deadlines and take responsibility for own work and mistakes;
  • Making efforts to produce work output correctly at all times;
  • Ability to be persistent in achieving goals;
  • Proactive attitude and ability to work under pressure and handle large volume of work in an efficient and timely manner;
  • Ability to write in a clear and concise manner; ability to communicate effectively orally and to establish and maintain effective working relations with others in a multi-cultural environment with sensitivity and respect for diversity.


Knowledge of Languages:
Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is desirable. Knowledge of another language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ICC-ASP-23-Res.2-ENG) to implement a tenure policy at the Court as of 1 January 2025.

  • The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.
