YOUR TEAM
Within the The Directorate Maastricht Upper Area Control Centre, The Strategy, Innovation and Implementation Divistion (SII) is responsible for managing and developing MUAC's strategy and prioritization, performance management, sustainability activities, innovation initiatives, defining products to all operational users and managing the MUAC programme and project portfolio.
Here at MUAC we develop and integrate complex ATFCM (Air Traffic Flow & Capacity Management) and ATC tools to efficiently manage traffic demands. As an Operational System Expert in the ATM Development team, you will be focused on ATFCM tool set and systems.
To define principles and guidelines, manage and perform activities related to the implementation of the ATFCM strategy from Local flow management up to ATC Sectors, with the focus on CONOPS, systems and procedures.
The main user of the ATFCM Tool set is the Local Air Traffic Flow & Capacity Manager. The Local Air Traffic Flow & Capacity manager will monitor the traffic-demand for MUAC in the coming hours, and as needed put some constraints on the network to protect the sectors. This will lead to constraints (DO-s) imposed on the ATC Sector. On the other side, s/he will monitor which typical actions (e.g. DCTs) could potentially cause an overload at the sector and advise the sectors accordingly (DON’T-s).
The Local Flow Manager also act as the entry point for the ATC Sectors regarding questions impacting the flow and give appropriate advice back.
YOUR ROLE
Your role will be to:
- Lead the complete development lifecycle and utilization of operational tools, ensuring user-centric perspectives guide the process effectively, which includes the following:
- Provide technical expertise, guidance and contributions to the development of future operational concepts to anticipate and address customer needs effectively.
- Contribute to the development strategy, new and innovative features, maintenance and the use of operational tools, in line with overarching MUAC strategy.
- Conduct analysis to support the strategic direction in the area of activities and the development of concepts/tools to address operational needs.
- Gather, analyse, assess, and maintain user needs from internal and external stakeholders (OPS, Network Manager, Capacity unit, etc.) considering impact of the changes on other systems and their interoperability.
- Conduct studies and analyse impact assessment of the new tool/feature on operations and identify areas for enhancement.
- Coordinate the validation activities and provide expertise during the implementation phase and monitor the use of the feature/tool.
- Develop the content for training materials and deliver courses providing guidance and support on new features and tools, when needed.
- Produce and draft technical working documents (system/user manuals, procedures) tailored for operational users.
- Collaborate with external partners such as Air Navigation Service Providers, INDRA, Thales, etc., to stay updated on latest technological developments/best practises and trends and share them with the internal community to enhance organisational knowledge.
- Carry out any other task in line with the main purpose of the job.
REQUIRED QUALIFICATIONS, EXPERIENCE & COMPETENCIES
University degree in a relevant domain of 4 years in a relevant area (Aeronautical engineering, Air Traffic Management, Applied Psychology, etc.) or of 3 years plus 1 year of relevant professional experience.
OR
Completed ATC or Flow Management training- Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- A minimum of 3 years of relevant working experience in similar roles in the aviation domain.
- Experience in gathering and drafting comprehensive specifications reflecting user needs for system development.
- Experience in acting as a liaison between users and the development team.
- Experience in coordinating and overseeing projects related to system development.
- Understanding of Air Traffic Flow and Capacity Management (ATFCM) and Air Traffic Control (ATC) Systems, including operational procedures.
- Understanding of technical capabilities and constraints preferably of ATM/ATFCM systems.
- Knowledge of Flow Management procedures and concepts.
- Following would be considered as advantage:

- The selected candidate will be offered a contract for a duration of 5 Year(s) in accordance with the provisions of the Staff Regulations governing officials at EUROCONTROL. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
- The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.

The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year(s) with a maximum total duration of 9 years. - The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
