Description
You will report to the Head of the Galileo Space Segment Management Office and will be responsible for the G2A Space Segment Management Service activities.
Duties
Your tasks and responsibilities will include:
  • supporting the Galileo satellite ITT process for future versions from preparation, publication and competitive dialogue through to BAFO evaluation, in coordination with the Head of the Galileo Space Segment Management Office and ESA’s Procurement service;
  • contractual, technical and programmatic monitoring and coordinating of industrial activities for G2A satellite design, manufacturing, AIV/AIT, qualification and on-ground acceptance, in line with agreed technical, schedule and cost requirements, with minimum risk;
  • managing activities related to satellite development risk, analysis and the implementation of changes, waivers, deviations, anomalies and alerts leading to recommendations for space segment-level decisions for the G2 project and decisions at overall programme level;
  • organising and implementing timely G2A satellite reviews (QAR, FRR, LRR and ITR) as review secretary, including ESA-level reviews in liaison with the DG-I Office;
  • supporting the preparation and execution of SCTC, LEOP, commissioning and IOT plans;
  • coordinating ESA’s participation in ARBs for G2A in-orbit satellites, monitoring satellite statuses, preparing trend analysis reports, and implementing corrective/preventive maintenance activities with industry;
  • preparing and conducting launch campaign activities;
  • closely coordinating with and regularly reporting to the Galileo G2 Project Manager to ensure early identification of issues and alignment of tasks;
  • preparing contributions to reports and attending regular/ad hoc G2 project meetings (PCM2, engineering boards, CCB, PB-NAV and QPM) as set out by internal ESA and programme-level governance with the European Commission and EUSPA;
  • preparing, managing and tracking the workforce, as well as managing costs, schedules, risks and financial budgets (including acquisition plans) relevant to G2A Space Segment Management Service activities;
  • managing transition satellite procurement tasks in accordance with the Directorate's quality management system;
  • leading and motivating the ESA team assigned to the G2A Space Segment Management Service tasks, initiating job requisitions, completing recruitment processes, and identifying specialised engineering support from the Directorate of Technology, Engineering and Quality and the Directorate of Operations;
  • supporting ESA corporate activities (TEBs, design reviews) in agreement with the Head of the Space Segment Management Office;
  • regularly reporting and providing ad hoc support to the Head of the Space Segment Management Office.

In performing these duties, you will:
  • closely cooperate with the Galileo Space Segment Equipment Management Unit for all satellite-relevant aspects;
  • liaise with the Galileo FOC Satellite Management Service to ensure the transfer of lessons learned;
  • closely coordinate with other cross-cutting Galileo functions (Product Assurance, Project Management Support Office, security and contracts) and with other Galileo areas (system, operations and segments) to maximise efficiency in implementing the project.
You will also be responsible for identifying, assessing, managing and reporting on the health and safety risks in your area of responsibility.

Education
A master's degree in electrical or mechanical engineering is required for this post.

People management experience is required, and international experience would be an asset, including outside your home country, as would experience in diverse functional areas relevant to ESA activities.
Mobility is inherent to management functions and this position may be subject to rotation.
