Bid Manager – Manager Tenders

About the Team and Our Mission
You’ll join a close-knit Tenders team (3 colleagues) that works hand-in-hand with our Sales department. Together, we prepare high-quality proposals for new services such as maintenance, modernization, and overhaul of trains, trams, and metros.
Our focus is on Quality, Cost, Delivery, and Performance (QCDP). You’ll be the one who brings all these elements together into a compelling offer.
We are currently expanding our service opportunities across the Benelux region, supporting both new and existing rolling stock. This includes tenders for modernization, overhaul, and long-term service contracts—making this a dynamic and impactful role with regional influence.
Your Role as Bid Manager
As Bid Manager, you are the go-to person for our Business Development and Sales teams when a new opportunity arises. You translate customer needs into a solid, cost-based proposal. You’ll collaborate with colleagues across departments—and sometimes across countries—within Alstom.
A typical day might look like this:
You start with a (virtual) tour through the company to gather input. First stop: production, to assess whether we can manufacture a new system in-house or need to outsource. Then it’s off to Sourcing to discuss pricing and lead times. In the afternoon, you meet with Engineering to review the system architecture. You’ll wrap up by preparing for next week’s tender milestone meeting with management.
Key Responsibilities
- Draft project planning and cost estimates during the pre-tender phase
- Coordinate cost estimation and risk identification sessions
- Define cost structures and target costs per activity or subsystem
- Lead cost optimization actions and challenge contributors
- Collaborate with Finance on additional costs (insurance, taxes, etc.)
- Prepare costing packages for Tender Review Meetings
- Support pricing updates during customer negotiations
- Transfer costing data to project teams and support variation orders
What You Bring
- At least 5 years of experience in tender or project management with cost responsibility
- A technical background with a strong interest in commercial processes
- HBO or university-level working and thinking skills (a Master’s degree is not required)
- Strong communication skills and a proactive mindset
