For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).


Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.


Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.


A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.


Organisational Context

The Division of External Operations (DEO) consists of the Field Offices, the External Operations Support Section, the Victims and Witnesses Section, and the Public Information and Outreach Section.


The Office of the Director (OD) is responsible for a holistic, well-integrated and coordinated approach to the Division’s aims and activities, including public information, external relations and state cooperation and field activities as well as to ensure that the Court’s operations and missions away from headquarters are well organized, coordinated, and take full account of safety and security considerations. The OD assists in preparing the annual budget and supports the Director and Registrar in their external activities. The OD is responsible for creating synergies among the sections of the Division. The OD-DEO works closely with other offices of Division Directors and Chiefs of Section to ensure the implementation of the Registry’s strategic objectives and to coordinate activities.


Duties and Responsibilities

Within this framework and under the direct supervision of the Director of Division of External Operations, the incumbent will perform the following duties:

  • Conduct research on areas covered by the ICC as background material for use by the Division of External Operations for both in-house meetings and in discussions with Governments and relevant authorities;
  • Collect, compile, prepare and organize substantive background material related to the work of the Division of External Operations;
  • Maintain accurate permanent and temporary subject files on important matters some of which may be of a confidential nature under current and continuous discussion. To record under TRIM all the documents produced by the office. To gather and file the documents to be salvaged, scan and file them into TRIM. To agree on the “meta data” and fields to be filled necessarily. To ensure that the OD-DEO colleagues respect this classification strictly and in a systematic way. To check that all documents/memos and Note Verbales (NV) are all already filed in the system;
  • Prepare and organize meetings, conferences and missions attended by the Director of Division of External Operations by conducting research and compiling relevant substantive files;
  • Draft and prepare routine correspondence material/documents in conformity with ICC formats, practices and procedures. Answer routine queries directed to the Director of Division of External Operations;
  • Monitor all the division's budget. Inform on the division’s staffing needs for inclusion in mission's staffing table.
  • Budget and Finance: Assist in analysing inputs and formulate resource allocations by work program, or business processes. Monitor budget/work program with respect to mission's budget and reallocate resources as necessary.
  • Perform any other duties as required.

Essential Qualifications

Education

Diploma of secondary education is required.


Experience

A minimum of six (6) years of progressively responsible relevant experience in international law or other relevant area. An advanced or a first-level university degree may be considered as a substitute for two years' working experience only to determine eligibility.

Proficiency in one of the working languages of the Court, French or English is required. Working knowledge of the other is an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset. Knowledge of Dutch would be considered an asset.

General Information

  • Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.
  • The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

  • Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process.
